The Motor Vehicle Financial Responsibility Law (MVFRL) prevents duplicate recovery of benefits by providing for a coordination of similar benefits. For instance, when the injured victim is coverage by workers’ compensation benefits, those benefits are paid first, and any other insurance coverage is excess to that. In all other situations, MVFRL is primary insurance where the injury arises out of the maintenance or use of a motor vehicle. All other insurance is in excess of that insurance. This category would include group medical coverage such as Blue Cross/Blue Shield and disability insurance.
