Any injury is covered by the Pennsylvania Workers’ Compensation Act if it occurs within the State of Pennsylvania no matter where the contract of hiring was made, renewed or extended. In addition, claims can be brought in Pennsylvania under the extraterritorial provisions of the Act under the following circumstances:
1. the employment is principally localized in Pennsylania;
2. the employee is working under a contract of hire made in Pennsylvania in employment not principally localized in any other state;
3. the employee is working under a contract of hire made in Pennsylvania in employment principally localized in another state whose workers’ compensation law is not applicable to his or her employer; or
4. the employee is working under a contract of hire made in Pennsylvania for employment outside the United States or Canada.
